Well, 2 people is classed as a working partnership, but 3 is counted as a coven, so 3 or more people is a coven : )

As for starting one, I'd find a couple of people in your area who are of a like mind and into wicca/paganism (obviously), and depending on personal taste, find a self-dedication and initation ritual, The High Priestess to be dedicates/initiates herself, then the High Priest to be, then he initiates any women and she any men. Then do magickal work that you'd normally do alone etc.

A good book with guidelines about starting a coven and self-initiation is 'The Witches' Bible' by Janet and Stuart Farrar. It's based on Alexandrian practices, so is like Traditional Wicca, and is good as a basis for starting a coven, with lay outs for rituals and stuff : ) I'd definately recommend it!
